I think Eric Clapton, but expect a lot of Jimi Hendrix and Stevie Ray Vaughn and even Eddie VanHalen answers.

Fast is not necessarily the best but although I love guitar & especiall rock riffs & blues, if you're asking about pure speed of fingers than I'm going to have to veer away from Eddie, Eric, Stevie, or even Hendrix or anyone else like that.
I'll venture to guess that the fastest would be one of the Flamenco Guitarists such as Yngwie Malmsteen, Steve Via, or Eugino Martinez.
There are many more to name than those, but this genre certainly does offer many artists with very much speed & accuracty in their playing.

Nels Cline fits more notes into a mucical phrase then anyone...but alot of 80's metal dudes could flat out shread...Kerry King from Slayer is one that comes to mind.
