Depends whether you're in the US or another location.
1- If you are in the states, circuit breakers that are tripped can be reset by turning them all the way off and then on again. Most cases you can't see if they are tripped unless you have the ones with a red flag indicator.
2- The sockets (as you call them) are receptacles into which you plug in a cord.
3- Normally these receptacles are on a separate circuit from the lights.
4- The power is back on "How much of your lights or appliances are operating"?
5- If the answer is "nothing" then your incoming electric is not on.
6- There should be a main breaker which controls the whole house. See if that one is off or halfway. You must turn it off completely to reset it. Then turn it on.
7- No power yet, call the utility company (Your phone should still work - unless it's a wireless and the base is off too.
Good Luck ! !

Sounds like the whole circuit board has tripped. Find out where it is and flip the main switch back to the "on" position. Dont worry about it flipping to "off" as this is just a standard failsafe and once you have found the bulb that blew you can reset this.

With many breakers, the it may appear to be correct but itsn't. Turn the breakers on, then off. At least, you will eliminate one possibles source of the problem. Be sure to turn off, then on the main switch.

Do you mean the sockets are not working or the receptacles,
(electric plug in outlets) are not working?

there is a loose wire somewhere in the branch circuit.
unless you are a certified electrician, I suggust you call one before your house burns down.
