Give her some tough love (non-physical).
As for military schools, they'll probably sort her out but they're also going to turn a human life that went astray into a wreck of fear and later, sometimes create an abusive monster out of enrollee by the time she gets a family.
A strict boarding school is going to be as tough as it gets for nine-year-olds I think. Most military schools don't take people under the age of at least 12.

I have a friend that took everything out of her child's room, but a mattress on the floor. She also took away most of her clothes, left enough for a weeks worth, stopped her allowance, driving her around, after school activities, etc. She told her that she had to earn them back. It took awhile the the kid finally came around. Good luck.

Not too sure about a correct answer for the question you asked here. But, I did want to say that the proverbial apple doesn't fall far from the tree.........Any particular reason why you want mil. school for her?
