I believe the reason for scapegoats is for the sole reason of that neither side wants to take responsibility!!!

Taking responsibility for ones actions is a rare bird and an endangered specie in the political arena, that is why there is so much mud slinging in as the elections grow near. Campaigning has become not what I can do to help run the country but rather what my opponent has done that was wrong. In the rare case of an politician not using these things in a campaign, they usually lose. When politics lost statesmen I am not sure. I think sometime after world war two. Given that there is not a viable third party I am afraid we are stuck with it and will suffer the consequences.

It's like after Katrina. While the Gulf Coast was still in need of IMMEDIATE assistance, Washington and the media were stirring about trying to point fingers and putting together investigations.
But why our society feels the need to do this? I think it's fueled by the media (both Liberal and Conservative) and the politicians in Washington who are hoping to be the "good" guy and get reelected...

The Conservative far right and the Liberal far left have taken the rostrum to purposefully stifle political discourse in an attempt to hijack the government, we should tune out the radios from Imus and Limbaugh and try actual civil discussion, but they both refuse to come down from their high horses and drown out the middle with loud shrill insults.

I don't see 9.11 as a political scapegoat. But the ones politicians do use are for the purposes of distraction and manipulation. Society doesn't need it, but politicians do. And it works.
