Yes. It doesn't need to sparkle to be a shiny, as long as its a different color. Shinys go more on unusual colors, for examples, a gold Seeking, a golden sudowoodo, a purple shuckle etc. Congrats on finding it!

I don't think it needs to sparkle. I know that because I have Pokemon Leaf Green and I have a Digglet with no sparkly mouth. I'm thinking that is a normal Digglet.

i dont think it needs to sparkle to be declared a shiny pokemon
my friend had a torchic that didnt sparkle but the colors were mixed and later evolved into a blaziken that was red and black but still didnt sparkle

why would you really need to know? The diglet is either:
(1)A shiny pokemon but you missed the part when it sparkled
(2)A glitch in the game or in your gameboy
Either way, its the same thing.

Digglet does not have a sparkly mouth.
