Are you talking about keeping fresh concrete from freezing in this cold weather (straw and tarps will do that) or to keep heat from going out from basement in winter (blocks of pink foam glued against it on the outside would do that))?

Its a styrofoam form that they pour concrete into. Its provides you with insulation on the inside and the outside. It is reinforced with rebar.
