Typically, a drywell is a pit dug into ground ,& lined w/ loose stone.
Usually has a masonry cover w/ drain.
It's purpose is to prevent flooding of a low spot , eg. basement stairwell or other place that collects water other than groundwater, rain or runoff from other areas.
The drywell collects the water & allows it to be absorbed into the ground

If you're doing laundry and you have no water your well could be dry or empty of water.

If you're doing laundry and your washing machine has a pocket that you put dry detergent in that could be a dry well.

Not sure exactly what you're looking for but maybe one of those two answers will suffice.

A dry well , means the well has dried up and can not put out any water!
