i have little bumbs on my ball sack where the hair comes out from. you cant see them unless you make it tight? should i get this checked out?

It is normal, nothing to worry about; all men are the same. It is because the skin of your scrotum is thinner than elsewhere on your body. If you looked through a microscope at say a hairy region on your arm or leg you would notice the same.

Those are normal. They are sebaceous glands and hair grows from them. They keep the skin oiled. They are more visible on penis skin because the skin is so pliable.
