well, Im a high school student, and I value being able to use my cell phone. It allows me to keep in contact with the "outside" world when Im stuck in school. Also, it allows me to contact my parents, or friends if necessary. I am active in a lot of organizations, and in these, I need to fulfill certain duties. Some include using the phone to contact people, and often require me to be fairly accessible during the school day.
Now, Im not saying that there shouldnt be limits. In our school, you can use your phone anywhere except in classes. Now, if you are walking through the halls, talking loudly, someone will ask you to stop speaking so loudly. Also, if your phone goes off in class, you are punished.
This way, there is a nice balance between being allowed to use a cell phone, and also respecting the high school learning environment.

My opinion is, and always will be......the only exception there should be for any cell phone in school, would be if the child has a sickness and needs one in cases of emergency only. Or, if they have a parent who has a long term illness, and it could be detrimental to contact the student during school. No one else should be allowed to carry one. Period! But, everyone has one these days, and with a whole world full of honest people like we have now, nobody dares leave things in their lockers. Lest it will be gone when they get back there for it at the end of school.

They shouldn't and they should be confiscated if they are. They are a disruption during class, annoying in the hall to have to listen to other people talk on them, at lunch in incessant ringing is stupid. Besides with text messaging kids cheat. Do you work and save the phone for after school.

Children might need to contact parents in emergency situations, or have parents contact them. Especially in extreme situations like shootings etc.
