The green dye is used primarily to act as a marking device so they know where they've hydroseeded an area and prevent them from re-treating. Green (occasionally blue) is used rather than other colors because it's generally more acceptable. Most of these green dyes will gradually degrade/fade away after being exposed to Ultraviolet Light.

Hydroseeding involves the application of seed in a slurry with mulch, fertilizer and a cellulose material (to help bind the seed to soils)... most of the time the seed is brought to near-germination and then sprayed onto prepared soil. The mulch is used to help promote quicker germination and prevent drying out of the seed.

There are many green marking dyes on the market. Here are some sources/manufacturers;

From the different answers it seems that it must vary with the area you are in--here the hydroseeding is usually done with a rye grass to help stop erosion. Have also seen it used in new subdivisions on occasion.

HYDRO MULCH it is a combination of grass seed and mulch to keep the seed in place. Depending on the area you are in will depend on the type of grass seed used, usually it is a Bermuda. To find someone to apply it look in the yellow pages for hydro mulch or maybe grass seed.
