Better yet -
1) Capture the children, or parents or brothers or sisters of these people who capture or expolit Orcas. Drive them into nets during thre process.

2) Send them adrift in rowboats near known populations of Orcas

3) Feed the people only if they perform tricks and good deads for Orcas to the satisfaction of the dolphins.

4) Breed them to other relatives of Orca hunters and let them live their lives in service to Orcas.

That should do it.
