You can usually take a free babysitting class that involves learning CPR and how to handle emergency situations. There are more people than you think that could use someone local that is responsible and capable to watch children. Because of your age, you may offer stay-at-home parents your babysitting duties while they are there so they can attend to other needs. Also offer to watch younger children between the time school lets out and their parents get home.

If you have an interest in animals, have you ever considered offering cat/dog sitting services or walking dogs. I think walking peoples dogs between school and when they get home is probably in more demand than you think. I have two dogs. I work from 9-5 and even though they have free reign of the house, the would prefer to be walked during the day, or at least let out in the yard to play. If a person such as yourself from the neighborhood offered such a service, I know I'd use it. My cousin lives in Brooklyn NY and I know she pays a walker $30 a day to walk her dog while at work.

The "system" wants to make sure that for the most part, you're entrapped all day with some boring, dull teacher and has laws against you doing honest work and learning by doing, even with your parents' consent most of the time.
