Did he call an inspector and pull a permit to do the work? If not, he is in violation and you need to call the code enforecement people. Also check your lease to find out if he can escalate your rent rate. Write him a letter making the complaint and document EVERYthing. And don't stop paying your rent.

Call the inspector for your area. Then go on line and file a complaint with the Attorney General. The Attorney General is Lisa Madigan and there consumer number is 312 814-3812. They look into things this when contractors and landlords try to get away with it. Tell them exactly what happened and what he did or didn't do for you. Get the dates from when it happened to present day as what's going on. Take pictures as that will prove what happened.

If you are still under a lease, refuse to pay the increased rent. If your lease is up, start looking for another place!
