I am a director of a 4 man company that own 4 flats we then inturn lease the flats from this company?

the other 2 directors will not pay service charges how do i make them pay

Add them as an accrual payment and then take it out of their equity account.

If it's a legal company you should have a lease and this should be in the lease !
