Because they are lazy, or do not know that choosing a best answer gives them 3 points, or are at a high level and selfishly feel they do not need the points. Or a combination of any two of the three.

I almost always choose a best answer for mine, but I can say that recently I asked a question about what food tastes best with this certain wine. Of the answers I recieved, I had no idea who was most correct so I let the Y/A community choose. I didn't want to be wrong. I didn't have a clue what the best answer was for that question.

Several reasons.In polls and surveys,some people just want popular opinion.That really makes it more realistic,though some people post inpolss and surveys because Yahoo! keeps deleting the funny thing they say.
Another reason is some people really don't know how to choose a best answer.
One more,I had answwered a question from a userwho doesn't like me,there was only one more answer,she couldn't choose it as best because it didn't make sense.She put it to a vote and voted no best answer to try to get her points back.25 voters picked mine,and she picked no best.So some people want the answers,but want the five points back.You get them back if the voters choose no best answer.That could even be one voter.
