It's all lies.... USA is actually believe it or not- The CHEAPEST for the best quality.
I know people from the Philippines, Germany, France, England, Ireland and japan- who actually just came to the USA to visit and buy a diamond ring.

I am sure you could get some very low quality diamond for cheap over there but the problem is with 3rd world countries and even France- they have No laws protecting people from buying fakes. They don't have good paperwork and they have a lot of problems with that lazered coal (which looks real but it's the wrong density) being sold as a real diamond. I actually have a pair of earrings from Thailand made out of the lazered coal- they look great but a jewelers can tell they are not real.

The price of diamonds depends on the carat size, color, cut and clarity of the diamond in question. A finer diamond is going to cost more than a garden-variety type. Remeber that the price of a diamond in a retail outlet is actually three to five times higher than it actually costs the dealer. They need to make a homerun sale on an item that moves very slowly when your buyers are primarily people of average means. Be prepared to spend a fortune or find a better way to buy something that really has no practical use. Sure-- a diamond is nice, but of what genuine use is it? Invest the money in mutual funds and have something 25 years from now...

Here's a place where they might be cheaper. It's crater of diamonds state park, in Arkansas. You search for a small fee and you can keep the diamonds you find.
