If a player (Ronaldinho) ever played for one national team before (Brazil), and he changes or adopts a new nationaility (Spain), this player will not be allowed to play for the new country's national team (Spain).
So if this is true, this is only to overcome restrictions on the number of players a team can have from foreign countries.

he'l still play for brazil otherwise ud get millions of footballers suddenly wanting 2 become citizens of brazil 2 get glory lol it just means he wont be considered as a foreign player to the club anymore... some clubs are only allowed a certain number of non -eu players in their squads

You can hold a dual citizenship, but that does not prevent you from playing for the Brazil national team. That's it.
