Probably because a turtleneck is designed to show off the breast shape and because most women when wearing a turtleneck will choose a bra which rather than being designed to reveal the cleavage and top of the breasts is designed to make the breasts stick out as far as possible.

AHAHHAHA nice question. Thats why i avoid wearing turtle necks, dont want to look larger than i am...lol
