The answer is NO. There are 6 BCS Conferences, one of which is ACC (the other 5 are Big 12, Big 10, Big East, Pac 10, and SEC). 10 teams are selected -- 6 are the conference champs of the above, and 4 are "at-large". Howver, there are only 4 BCS Bowl games (one is the national title game which is rotated between these bowls): Sugar Bowl, Rose Bowl, Orange Bowl, and Fiesta Bowl. That means 8 teams of those 10 are actually selected, and it may be that for that year the ACC team (or any of the others) are left out of the BCS games.
