It all depends on your definition of "best friends" and "close friends". If you have a lot of "best friends", logically they can't all be "best" so then it would be a group of really close friends. But if you have one friend that you trust above all your friends, they could be considered your "best friend". But it is ok to have both, I don't know either is better.

A small group of friends. A best friend is only an individual of whom you gave a title "best friend" because it is the person you feel most comfortable with. You can name someone as your best friend, but it does not necessarily mean that you are that person's best friend. That person might consider someone else his/her best friend. Having a best friend can be worse because it is the person you tell everything to and if, God forbid, one day you have a fight and end up hating each other, that best friend can use all the information you fed her about yourself to get back at you. Whereas, when you have a group of friends, you don't normally tell them all your business because you figure there is always one in the group who will talk. Having a group of friends can be beneficial. They are all different and you can learn something from each individual. Plus, when one is not available when you need a friend, the others are there. You might still end up having a best friend in that group too, which would be the one you favor most.

Both are better. You can have a best friend but this friend doesnt have to be the only person that you can hang out with. You can have a small group of friends also.

A small group of close friends. Even though you have a best friend, she can blow your trust out the window in two seconds.

A small group of close friends.
You will find that in one way or another friends let you down. Everyone experiences it sooner or later. You will feel let down and/or hurt.
To be let down by one friend - the only one you have- will be more devestating because you will have no one else to moan to or to confide in. If you have a group of friends you will alsways have someone else.
An old wise woman once told me... "don't put all your eggs in one basket".

1 best friend.
They can be there for you whenever you need them, whereas a small group of friends may be tempted by any number of things to turn on you and then what've you got? A bunch of your secrets spilled around and nobody to turn to.
