flash is just a motion graphics program.
you can animate in flash or just use to display pics or make an interactive website, software or other things

Flash can help in animation because it can do tweening between frames, thereby reducing the amount of "frame by frame" manipulation you'd have to do manually.

The difference is how the script is done. Flash is more complex then frames but makes a better end product. Flash is a type of script/code like java, pearl, php & such.
