I would definately have to go with taxes. Considering "The Boston Tea Party" and our refusal to pay taxes to England, for the U.S, to set up a "temporary" tax enactment during WWII to help finance the war and the fact that WWII has been over for some time now. Taxes would have to be the ONLY form of legalized theft.

While taxes are a pain in the @$$, they can be seen as "dues" which entitle citizens to use the infrastructure that taxes pay for-- roads and highway systems, libraries, educational institutions including public schools as well as state universities, not to mention government subsidies to many industries (IT, medical research, etc.)
