This probably won't help at all, but I had the same problem a few months back. I contacted my service provider Wannapoo (ok, I mean Wanadoo) and thwy were useless! I spent ages going through this with them, spending a fortune on tech support. They sent me out a new filter but that didn't stop the problem either. The problem resolved itself when I moved to a new service provider.

Sorry I couldn't help more.

This sounds like the DSL filter. One port carries both DSL and the phone signals. You plug your computer into that one (actually your DSL modem). The other port filters out the DSL signal (otherwise you'd have all kinds of static on your phone line). You plug your phone into this one.

If that's not working, then you need to contact your internet supplier. Something may be wired incorrectly.

Do you have a broadband modem and is it using it rather than the internal ordinary modem?
