It is not the whole industry in general, but it depends on the skill and talent of the director/screenwriter. To say that good special effects always means bad acting and little emotion is ignoring the Lord of the Rings movies. These movies have yet to be topped in the quality of the cgi, and the acting is top notch. The characters are very believable, and the plot is executed well. I Robot was a cg laden movie that had fantastic performances from Will Smith and the entire cast. Saving Private Ryan has some of the most realistic battle scenes ever put on film, and just so happens to be a four star film in the opinions of many critics and movie watchers. All of these films have very emotional elements that are really quite powerful. The truth is, there have always been bad films, try to name me all the movies that came out in the 1950s. Its impossible because most movies of any decade are terrible, emotionless, and easy to forget. There are always a few fantastic films but the majority of films are poorly done, no matter the year.

Of course they could. The emotional and verbal sophistication of Hollywood movies is at an all time low. Unfortunately there seems to be an inverse correlation between the emotional depth and verbal sophistication of movies with the quality of the special effects. I.e., the better the technology we have to make and show movies, the lower the quality of those movies gets.
