I think so. I know alot of places its illegal to drive without a front license plate, so probably. Call your local police department and ask.

yes and no, you can take off your old liscense plat from the bumper and put it into the windshield on the left hand side, and you have to have all working headlight and blinkers still in the front you can tie them on some how just as long as there there and are in working condition, but you can still get pulled over and given a ticket,

Your state will have stafety standards for cars driven in your state. Also, if you need to display a front license plate, you should wire it to the front of the car.
To find out if a bumper is necessary in your state, go to your state's web site at http://www.state.xx.gov where xx = your state's 2 letter abbreviation (ie: NY , CA, FL , TX , etc) and click on Department Of Motor Vehicles.

As long as it's just the plastic part it should be fine. If however your blinkers were mounted in the bumper you could get hit for defective equipment unless you hang them in such away as they still work and can still be seen. I hate plastic bumpers don't you?

I have seen such cars driven out on the road, and I have yet to see them pulled over and ticketed. This is one of those selective enforcement issues. If the cops wants to give you a ticket, they can, but then they would have to write out a citation, which in turn will take effort on their part.
