Look for any burner that (among others) support CD/DVD-RW. Select the one that has the fasted WRITE speeds within your budget. While just about everything on the market now days will allow you to incrementally add files to the CD/DVD until you close the session (which permanently closes the disc for adding new files) the RW function comes in handy as discussed below.

Leaving the session open will still allow you to read the disc in various brand drives that are also burners but not always and with your burner continue to add files.
Once you close the session, the disc become compatible to read back with and CD/DVD drive.

Above I mentioned a key feature here is to look for the RW. When you use a drive that supports RW burning paired with media that is RW (rather than just -R and +R) you have the added advantage of not only adding files, but also deleting files as well as erasing and reusing the -RW disc.

Any cd/dvd writer will do this. Just buy CD or DVD/RW discs, which will allow you to re-write to the disc like you want.

And for DVDs, 16X is good, and CDs are typically 52x
