It's definitely possible about the black hole part, but I don't know about time travel, though.

Steve, you are wrong!
Last year, the CERN created a very small black hole that lasted a few nanoseconds before vanishing!
(Black holes "evaporate" according to S. Hawking theory).
If, on the other hand, we were able to make one that "lasted" then yes, we would probably be sucked in... I would suggest we continue these experiments outside of the solar system (at least).
As far a time travel is concerned, sorry to say, but black holes are NOT the kind of thing we need: they bend the light cones sufficiently to create a "no-time" zone. In other words, time slows down until it stops. Travelling in these areas (physically) would also give you some problems of a bit too high a gravity that would tear you apart.
We are not there yet.
And, BTW, why would you like to travel in time?

B.S. The deffinition of a black hole is something that is so massive that it's gravity will suck in light. There is no such thing as a mini black hole and if there were a black hole of earth it would suck the earth in.

Faith and belief are religious ideals and are not allowed in science.

Science is the removal of belief.
