Because it was not yet perfected. The war in Europe was already over.
I might add that it was just in time too. Germany, England, Russia, USA, and Japan were all working on the bomb. Hitler ran out of time but sent his enriched Uranium and research that had been compiled to Japan in a U boat right before his fall. The U boat was captured in the Pacific before it made it to Japan. The Japanese Scientists were still trying to perfect delivery and detonation and were probably only 6 months to a year away from being able to detonate a bomb.
The Japanese fought to the death on Okinawa from April1 1945 to June of 1945. This resulted in the deaths of 60,000 Japanese soldiers, 72,000 American killed and wounded, and 120,000 Okinawan civilians killed. Some of the civilians, having been convinced by Japanese propaganda that the U.S. soldiers were barbarians who committed horrible atrocities, killed their families and themselves to avoid capture. Other Okinawans were murdered by Japanese to avoid their capture or to steal their food and supplies. Few Japanese were captured alive.
This was the bloodiest battle of the war and the first time on Japanese soil. "I do not want another Okinawa from one end of Japan to the other," said Truman.
Truman`s decision to drop the bomb on Japan ironically saved millions of lives of both the Japanese, American, Chinese, and Allied forces. It ended the war within days on all fronts something the fire bombing of Japanese cities had failed to do. Which by the way had already cost 10 times the lives of Japanese civilians than the 2 Atomic bombs were to kill.

The Germans were defeted well befor the A-bomb was ready to go.... The bomb was only used on Japan because they had made it very clear they would not surrender... The use of the bomb actualy saved the japanese population as they would have fought to the death before surrender. that included every man, woman and child.

A few reasons.
We had already won the battle on the ground in Europe.
We had allies on the ground in Europe.
The Japanese were far more tenacious fighters.
And given the fact that they didn't surrender after the first one and we had to drop a second to get them to finally surrender shows that it was a necessary step.
