If you didn't leave a note you fled the scene.

Yes, you did technically flee the scene of an accident as your car came into contact with another car, that's not supposed to happen when you're driving. I remember the time I made a cop have an accident, that was pretty funny. He was backing up and I kept telling him to come back and he proceeded to back into a Jeep, my friends and I just walked away at that point.

It is considered leaving the scene, if you did anything to somebody Else's property. Even if is a minor rub mark. The best thing to do, is to leave your name and a number, If they are concerned, they can contact you. If you are honest about it, and the damage is small enough, you'll probably never hear anything. But if they are concerned, You did your part, and you are liable, but most of the time you won't get a citation.

I never have, but I know a few friends who have had that happen. If you did not talk to the owner of the other vehicle, or leave a note with your contact info, the technically you did flee the scene.
