When I call WA they say there is nothing in the system and AZ say there is nothing they can do until I get a release from WA. Neither state wants to help me get this resolved. I now live MO and they will not issue me a license as long as AZ is reporting mine as being suspended. I have been told that there are 21 states that have formed a pack with each other to exchange data. That leave 29 other states that I should be able to get a DL in.

You have been misinformed. There was a time that not all states shared this information, but that is no longer the case. I believe Ohio was the last to join.
