Lots of rock stars have gotten hooked up with the band they got famous with just by answering a "wanted" ad looking for a singer.
EXAMPLES:
Terri Nunn - singer
some members of Eagles
etc.

Depending on what type of music you are interested in, you could post an advert in music magazines. I know that mags like NME for example have a section dedicated to this. Or you could try putting an advert in your local paper. Goodluck!

It's tricky to get into the music scene. Lots of local magazines/paper have classifieds for musicians in the back, you can also try craigslist.org. Maybe try your local music store and talk to people there.

Find out what kind of band you want to be in,...make your likes and wants clear,..if you want experimental rock type of thing, refrain from saying that you like all kinds of rock,..
Make it specific and you'll soon find other people with similar likes,..
