When discussing the cost of education and looking at statewide statistics of per pupil expenditures, is that an annual figure?

For example, say the District of Columbia's per pupil expenditures are $8,000. Is that for one student for their ENTIRE K-12 education or $8,000 a year to educate them from kindergarten through graduation?

It is a per year cost:, 8000 per student per year
It includes salaries not only of teachers but admin people
insurance, text books, utilitys, equipment like PC's the cost of the building that the classes are in like heating and cooling, janitorial and maintenance staff
Ive only mentioned the obvious Im sure there are other expenses
and btw the Federal Govt only contributes to about 6% of the total

That is the amount available per year per pupil.
