It really depends on what you can touch right now when you jump.
If you can can't touch rim or less..than I think the odds may not be in your favor. However, if you can go at least an inch or two above rim..I think you have a decent chance to train. Jumping is determined by genetics and fast twitch muscle fibers in various parts of your body.
First of all, I would try to get back to a healthy weight. Having extra weight can make it harder to jump higher. Then, I would practice doing jump squats to build explosive jumps. You basically squat and jump up with raising your hands as high as you can..and repeat..do some for about 1 minute then rest 30 seconds..and repeat for 3 sets. Also, do weight training on abs, quadriceps, hamstrings, and calves to improve overall lower body strength.
Good luck.

Being able to dunk doesn't take any training. Any 7 footer can dunk without ever having touched a ball before.

Nah. Your chances for dunking are over. Calf strength is really tough to develop. You pretty much either have great jumping ability or you don't.
Stick with trying to touch the net.

probably not, I am your height, and in my prime the best I could do is touch the rim with the tip of my finger, much less dunk the ball. you cant train to be taller.

It seams like a reasonable goal. I've always heard 25 is the prime of your life - so why not 28?
