You know how you have 1 hand bigger than the other, 1 foot bigger than the other, 1 testicle bigger than the other (if you're a man), 1 breast bigger than the other (men aswell as women!), 1 leg bigger thatn the other....well.... its the same with your arms too!! everyone has one half of their body bigger than the other (only very slightly though otherwise we'd all look a bit freaky!). So all i can say is don't worry about it you're perfectly normal. Go on ask one of your mates to put their hands together and i promise you 1 WILL be slightly bigger than the other!!

Yes that is normal, it means that you are not circuit training. What you need to do is set a certain number. For example
You are going to do 3 sets of 10 reps using 25 pounds
You must do the exact same on both arms, if your left or right arm is unable to keep up then move down in weight.

Just so you know if you want size then you should pick a weight that only allows you to do about 4 or 5 reps
if you want tone then pick a weight that allows you to go to 8 reps.
If you can do more then 12 reps with a weight it's time to move up in weight.

If you use your left hand more your arm muscle will be larger, but not a huge difference in size.

Yes. I advise you to try exercising your right arm more in order to have a good symmetry. Symmetry is essential for a good look.

yes, it is possible. it's also possible that one arm, for example, can be stronger than your other arm for the same exact exercise.

don't overwork the smaller/weaker one, and don't neglect the bigger/stronger one.

do compound exercises [exercise that use both bodyparts - barbell curls for arms, for example] and your weaker one will catch up to your stronger one.
