I can understand why your parents are hesitant. They're unfamiliar with the technology so naturally they fear it. You need to help them understand that people can only view your web cam when YOU want them to. Tell them it's like answering your phone. You can screen all the "calls".
If you have a digital camera then tell them it's no different than you posting pictures with your digital camera. Tell them you've been responsible with that.
And please, be responsible. Your father doesn't want to see a link in his email showing his daughter flashing her naughty bits.

Webcams connect to the computer via the USB port on the back of your computer. It's unlikely that someone will gain access to your computer remotely and tap your webcam so the only way people will see it is if you let them - for example, by clicking the webcam button on MSN Messenger. Your webcam connects to your computer, and as long as you're sensible with it and don't let people you don't know in person look at you on it - it poses no threat. Just don't do anything stupid on it (anyone can record video of the screen or take pictures of it). Plus, your parents might want to use it to talk to far away relatives or something - it's free, unlike the phone.
I suppose if they still don't want you to have one, they won't buy you one - but you could buy your own and hide it... However, if they find it, it's not going to look good because they'll naturally assume you were using it for nogood purposes. I hope this information helps you to win over your parents. Good Luck!

With all due respect, how old are you? Because if you are around middle school age then your parents have the right to be concerned about you putting pictures up online, because kids this age aren't always the most cautious or wise when it comes to limitting who can and can't view their personal information. If you are an upper level high schooler than I'd say your parents are being overprotective, even though they have your best interests at heart. Try explaining or showing them how you can limit who views pictures you put online.

Heh.. I remember when I got my first webcam.. the first thing I did was get drunk and naked.. good times... good times....
*Edit* With your additional details now up there, and your saying that you are going to use it mainly to one person, I'm guessing instead of using it like a stupid horny 15 year old you are planning to use it like a stupid horny 19 year old?
I remember being 19.. I knew everything.. except for the fact that I really knew nothing.

You sound like a bratty child and they have every right to deny you a webcam. No matter how smart you think you are, they'll always be someone out there who could possibly gain your trust and get you to turn on your cam for him. It happens all the time... a girl thinks she's being smart, a 50 yr old guy lies and says he's 15 online to gain her trust, after a month or a few weeks, she gives in and lets him see her because he says he "loves" her, then eventually, he starts asking her to take off her clothes on webcam because he's "lonely" or thinks she's "sexy".

To be honest with you, web cams are not that exciting. You'll typically find that image quality, especially over the Internet, is quite poor. It's a lot more fun to meet up with your friends offline!
I agree with you that you have control over who gets to see your picture, your parents are just looking out for your best interests as they might be worried that, for example, someone you don't know tries to call you on Skype and you accidentally send your web cam picture to them.

like some one said up there Web cams arent really all the exiting, I have an apple iMac with a web cam pre installed on it and i have never used that thing and ive had my computer for about 6 months now.....
Im not saying they arent worth it, but sooner or later you will forget about it and your 30 to 50 bucks would be thrown into garbage.

I read no more than your question to realize that you do not respect your parents. Your language may seem commonplace to you; but saddens me to hear you say they are idiots and your ready to kill them.
Sounds to me like you need a whole lot more taken from you, to give you some quality time to think about your place in the family.

There is really no real security risk with using a webcam. It is a nifty way to communicate with others. I have one and have never had any problems with it.
