No, it means he wears a large condom. Think of the guys you know that wear 46 inch waist pants and have 28 inch waists. It MAY mean his dick is big, but it may not, he may just be bragging the cheap way.
An average penis is 5.5 to 7 inches. Anything bigger than 7 (roughly) is large, and 8 or more is big to huge, depending on how thick he is. Magnums are intended for men who have 8 inch *****. I could wear one, but it would be stupid, I've got a 6 incher. My partner has to wear them (well, after almost 15 years we don't use them anymore -- but he did have to use them when we did use them) because he is more than 8 inches and thick - - but either of us COULD wear them.

No, condom preference bears no meaning what so ever regarding the size of a mans penis, however, men that use specially designed inner tubes, hot air balloons, or other such extremely large condom related materials most assuredly are endowed with enormous sized penis's;) LOL
