It's a 'plan' that tells the various parts of your computer to turn off at set times of inactivity.

It allows more control over the computer's settings with regards to power.

For example, on a laptop you can configure the machine to hibernate or turn off after 15 minutes on battery power. It can be very useful for extending the battery life on portables.
