Has it been maintained properly and how is the body? What is the price on it. Have it checked by a mechanic you trust.
I have seen Subarus with over 260,000 miles on them. They are great yet under rated cars.

Have your mechanic check the Subie out thoroughly before committing to purchase. Watch out for high mileage anything unless you have ALL the maintenance records. At 170K you are looking at a minimum of timing belt, water pump, oil pump, plugs, clutch, struts and CV joints. If it's an automatic, the transmission should be given preventative maintenance. Also, the transfer case might need service. Hopefully the AC still works. Check the rotors, since replacement Subaru rotors (OEM) are very expensive.
I have 117K on my 1998 Outback Limited Aniversary wagon, no rust and it looks and runs like it was just purchased. I have replaced the timing belt, oil pump, water pump, rotors, plugs and wires. Mobil 1 is the only oil I have ever used. I expect to keep my Subie for another 6 - 8 years.

Doesn't sound too bad. They definitely will last a long time if taken care of. I would like to see the maintenance records, but if they kept the oil changed and so forth, they will go well over 200k. I have one with 186k and it's still a great car. One thing to keep in mind is with the 2.5 DOHC engine, there were issues with head gaskets, so try to see if that has been done yet. Check with Kelly Blue Book to make sure the price is fair for the year and features of the vehicle you are looking at. Awesome car in the snow, esp. with good tires. Good Luck!

I have had dozens of subarus, all with well over 250K on the clock. Considering yours is a 99.. you have many more miles to go. Change the timing belt now and change the oil every 3K and she will treat you right.

Do you really see all that many old Subarus on the road? There may be a reason for that.

Subaru makes a quality vehicle, you can get 250-300K out of one before it starts to die. But I would get it checked out by a mechanic first.

I've heard of them dying at 30K and others doing well over 200k
At 170K, I'd pass, there is two much potential for big problems.
