Assuming your court case is pending in Canada. A Canadian subpoena will have no effect in the U.S. It is extremely unlikely that you could pursuade a US judge to issue a US Subpoena that would require someone to travel from the US to Canada for any reason. You may be able to petition a US Judge to issue a subpoena that would require attendance at a deposition in the US. You then could likely use the US deposition in court in Canada.

You should seek the advice of a lawyer in your area, and also in the area where the person lives in the US.

Nope. A court can only issue the summons for people that they have some jurisdiction over. If the individual owns property or conducts business in the province, there may be grounds for it. But making them show up is another story.
