This a hard one for me to answer. I think in this industry you need good contacts, and a good photographer. The reason for contacts is to get work for your models. I not say you can not do this. But, I know people in the Music business and their managers know people at the various recording and Big name Labels. This all I know, sorry.

First thing...RESEARCH! Know the industry.Find out the most successful agencies and mirror their path. I would check in your area for potential clients of such an agency..clothing stores, magazines, etc. and the necessity of an agency. Next, set up your business structure. Then, a talent search for models.
