As a former manager of Taco Bell, I can assure you to stick to anything that is either chicken or steak. And stay away from the beans. You don't want to order the beans or the meat. :(
That said: chicken quesadilla or the chicken grilled-stuft burrito (no beans) would be your best bet.
ALSO: the darker the grill marks, the better. If your cheese is melted and your tortilla has no grill marks on it, it means that Taco Bell is cleaning their grils too much. Darker grill marks will make your food taste better, and they clean them at night, and you won't be eating chemicals :D

The best normal menu item is the 7-layer burrito. It was even better before they changed it about 6 years ago.
The best promo item right now is the Spicy Chicken Crunchwrap Supreme. Have them add some Baja sauce for a special treat!
The Fire hot sauce is the best. Taco Bell also has a green hot sauce they keep behind the counter but my local one stopped stocking it.

The best bang for your buck I would say the half pound beef and potato burrito.

I'm vegetarian so my choices are somewhat limited - I order 7-layer burritos and that potatoes with cheese dish on the side. Love it.
