Word_Traveler is right.

First. Your country exit code (011 in the USA)
Second. The foreign country's code (58 for Venezuela)
Third. The city or cellphone company code (412 Digitel, 414 Movistar, 416 Movilnet)
Fourth. The actual cellphone number.

Normally, people in Venezuela will give you their cellphone number as i.e. 0412-7211015. This is what they will dial inside Venezuela.

Take the first "0" out when calling from outside.
If you were calling from the USA you would dial: 011 58 412 7211015

From the US:
011-58- then the number without the 0 (starting with either 14 Movistar, 16 Movilnet, 12 Digitel)

so if the number you have is (0414) 1234567
then dial 011-58-414-1234567
