As far as I know most of it is privately owned.
First each claim of land was individually owned, soon wealthier people like Cecil John Rhodes and Barney Bernato bought over smaller claims, Cecil John Rhodes found De Beers, which is still the largest diamond company in the world, producing 60% of the worlds diamonds, and he famously bought all Bernato's claims for £4 million, the largest cheque written at the time in history. Later the Oppenheimer's bought most of the De Beers company, and they are still the major share holders in De Beers.
So I would assume the Oppenheimer's get most of the the diamond profit, with the government only get the money that they tax on the diamonds.
