OK i had a Queen nine my freind had a queen 4 the community cards were queen six six four jack who won

Split pot. You both have two pair, Queens and sixes, with a Jack kicker. Your friend's 4's don't count, because they don't beat the board's sixes and you only get to count five cards.

Neither. It was a 2 pair (Queen over 6) with a jack kicker, so it's a tie.
