Base pack is just the PSP without any accessories like a case or any games. Buy whichever is in your budget. Don't buy a value pack with games you don't want just for the sake of it. Try eBay for a second hand PSP, you can get some barely used ones for much less than retail prices but check with the seller about dead pixels - its a problem with them.

The best way to go surprisingly enough is either the GIGA Pack which is discontinued by the way OR get the cheapest deal from a store near you so you can return it and get a new one if something goes wrong and maybe bundled with a nice game and then buy a sandisk memory stick 1GB or 2GB wich are cheaper and faster than sony's and they have 4 years more warranty than sony's ones.
This is what i did too for my girlfriend.

hi. i have just brought the basic pack which i now regret as i now have to go out and buy a bigger memory for it so my son will be able to save more games and watch films. the basic pack has only 32 mb which is tiny. i wish i had gone with the giga pack
