First, do you mean as a graduate student? What's a post-grad student? A post-doc? Regardless, I guess the budget wouldn't be that dependent.

Second, is this just for one person or a family?

Third, where would you be living? It depends on the cost-of-living in the area.

Universities that offer stipends for PhD students usually give enough for students to live off of with a modest lifestyle.
