Put yourself in the hiring manager's position. Why would I want to hire you? Because you want the job? A LOT of people want jobs. Because you're "really good at stuff"? A LOT of people are really good at a lot of things.
Here's a hint. Call the guy back one last time and if he doesn't answer, leave him a message thanking him for his time. Then ASK HIM to drop you a quick line to give you advice on how you COULD have won the job.
ALWAYS interview INFORMATIONALLY... that is, ASK QUESTIONS. Interviewing is sales, and you will never sell a thing -- especially yourself -- if you just shove it under somebody's nose.
good luck -- I am sure they are very unlucky to miss out on you.

Or take a hint and move on.
Just because a place is hiring doesn't mean they will hire you. A lot of places are required to interview X number of applicants even if they have already decided who they will hire before the formal interviews begin.

You should try applying at other places. You might try asking the manager why you were not given a job.

if they haven't contacted you, just figure that they aren't interested. if they were interested, they would make it very clear. you wouldn't have to wonder. it's great that you've been proactive about following up, but since they haven't called you after all you've done, i would let it go. if you keep trying to contact them, you will annoy them. this is why a lot of job listings specifically state "no phone calls please. we will contact you if interested."
good luck... there's a better fit for you out there. keep looking.

You need to be more specific in your question - are you applying to the same place over and over, or different places?
