If they don't, how is order restored in the courtroom if the gavel doesn't work?

Yes baliffs do carry guns in court. They have all of the powers that police have except in the court

No but they do have the power to arrest and a radio that will call in the guys with the guns.

It depends on the jurisdiction. In Washington State each county has it's own rules.
