You talking of live in a pot, but, not a shrub????
What I did one year was I bought a Norfolk Pine about 18-24 inches in a pot, the limbs are evenly spaced and it grow well inside. I brought it to work and people just put what they want on it to decorate. We had a girl's red panties in the bottom to cover the dirt. Hair Ribbons, Garter Belt, Unopened Beer (That later disappeared, figure Santa got it), some actual REAL ornaments etc. It was a weird place to work as you can see. After the Holidays a lady say she wanted to save my tree from a life of perversion and she take it home. Well, mine not look like this but it a good one. Nurseries and some other places they usually about $10.

I don't think you'll find a real one that size unless of course it's a shrub like you said or if you buy a normal one and cut it down but I don't think that would work either.
Walmart or any department store sells fake ones of all sizes...
you may have to settle for that.

just buy the shortest real one at a lot and cut it off from the top at two feet. We used to do that all the time.

Or have the folks at the lot cut it for you, they're really helpful that way.

Look up tree farms in your area or online other than that just find some woods and chop one down.
