how can i add an image to google images?

It's part of the search engine, Your image would have to be on a website, then get on google by google web crawler 'finding' it. You could try to submit the website your picture(s) is/are on, but that's not a guarantee.

as long as you can have a website which is empowered by google, and the photo have to have special tag

Tag the image "Please include it in ur search" and mail it to admin@google.com
